I personally haven't made her, but I'd think that a Sisters of Battle Torso would be a good place to start, followed by some Dark Pegasus wings or something.

Dark Eldar Wych might be a bit better since it's plastic and more lightly armored. Ditto on the Pegasus wings tho.
