Sorry to say it but this is terrible. I'd literally throw this in the bin and start again.

You need less gear on your suits (The Shas'o is never worth it neither is the 'Vre in the squads), but far more suits. You should also look at your suit configurations. Mostly Fireknife backed up by Deathrains is a good place to start for a Tau noob.

You don't need so many FW squads 2 should be enough, particularly if you can keep them in reserve. You will need either a Kroot bubble wrap or a positional relay to ensure you can do something against turn 1 assaulters.

You need markerlights, they are the cornerstone of the Tau army. Without them you are a low numbered shooting army with Bs3...

Targetlocks on all 3 Broadsides are pointless. You will need ATLEAST 2 shooting at the same target to have a decent chance of taking it down. A TL on the team leader is of dubious value but only 1 per squad at the absolute least. They should all have either targetting array for Bs4 or ASS for re-positioning. Due to DoW deployment I'd suggest ASS can be more vital than the more desirable TA.

Multitrakers are manditory on Hammerheads. Decoy Launchers should be left at home. Target locks and flechettes are rarely a poor investment and if you have the points I suggest both.

Take the Magic: The Gathering 'What Color Are You?' Quiz.

Your Crisis suits are illegal. You are only allowed three hardpoints, and your commander is using four.

I would suggest never taking bodyguards unless your elites slot is full. I always run suits at a minimum, that is, two weapons and a multi-tracker. Always take those at base, sometimes you may want to add shield drones, but that is about all they should ever have.

I would cut off two fire warrior teams. Make the rest have 12 men, and get rid of the decoy launchers. They barely ever work.

I would then upgrade all your devilfish to warfish by giving them SMS, Targeting Array, and a Multi-Tracker.

I would give your hammerheads multi-trackers and target locks.

Then, I would invest in a pathfinder team. I would give their devilfish to one of the fire warrior units, just to reduce costs of everything.

Decoy launchers are the bomb Fling. Since when is being granted a 4+ cover save most of the time a bad thing for only 5 POINTS, and on a tank that is very expensive relatively.

Since when did decoy launchers do that? Plus he has disruption pods that actually do that anyway...

Wow, my mind is really failing me today. I was thinking that it was support system, and therefore took up a hardpoint. Bleh.

The target lock on both your commander and his bodyguard is unnecessary, as well as on the broadsides as Flingitnow said.
