Just for fun I decided to try out a fluff-based army list for the Ultramarines' 10th Company, the Scout Company. The codex says they are commanded by Captain Antilochus, Master of the Recruits. Otherwise, their strength is just listed as "Scout squads". Being new recruits, I figured they wouldn't have much in the way of access to the Armory or other valuable resources that the chapter possesses. With that in mind, here is my proposed list for a 10th Company army at 1500 points.
HQ: Space Marines Captain - 135 points

Troop 1: Scout Squad - 230 points

That's 66 total models, vehicles included. With combat squads, I can have 12 scoring units. I'd love suggestions on how to improve this list, provided it stays in-theme. Thanks!

Telions scouts should have snipers and switch the HB for a missile launcher to krak snipe T4 characters. I wonder why in the world your sniper scouts have a sergeant with a combi melta with them. Seems counterproductive. A Rifle is good for him. Points saved from that can up the PW on the CC sergeants for fists. I dont really recommend shotguns (unless on a PF sergeant), combat blades are probably a better weapon. Also combat squading a full CC scout squad seems a little risky, I would have the half not riding the landspeeder to have a heavy weapon and either snipers or bolters since 5 scouts in CC with out a sergeant probably wont do well on foot. Not a big fan of the min sized scout bike squad even with the grenade launchers. Maybe get a Thunderfire or Whirlwind for the blasts (representing the techmarines that are usually present in all companies) or if indeed you want the bikes, find some way to buff their numbers

Aside from the things Kenshin620 already noted, I think the biggest problem with this list is the Captain. He doesn;t fit anywhere, really. None of his weapons fit with a sniper unit, and he can infiltrate or ride in a LSS. You should try and replace him with Shrike, who can be joined to Squad 5 or 6, and infiltrate with them. Whats more, he increases the assault range of the units carried by the LSS to a full 48", since the LSS can scout move flat out 24", move first turn 12 inches, the scouts can then run up to 6" and assault another 6 inches.
Khan might also be a good choice. You could put him on Moondrakkan and he could join the Bike squad.

I was wondering if Kantor and a small Sternguard squad ina rhino or razorback might fit. As aveterans often fight with the new recruits to impart tactial experience to them.

I agree with purplefood stern guard may be a good choice. Maybe not full stregnth assualt scouts they really aren't worth it.

Fluffwise, reserve and scout and veterans don't really fight by themselves. Most forces are based off battle companys (2nd, 3rd ect) and supplemented by veterans, reserves and scouts.

You got me there, sir. I'm new to the game, and so am far from a Fluff expert. Still, I like the idea, so I'm going to run with it. Perhaps this could represent the 10th Company's training base getting ambushed?

You are absolutely right. Still, the codex says the 10th Company is commanded by a Captain, and none of the other HQ choices seem to work either. I've revised the list to make him as cheap as possible to offset his general uselessness.

I wish I had a 4th Fast Attack slot for another Land Speeder Storm. The 1750 point version will include a Command Squad to make the Captain slightly less useless.

Now the captain isnt doing anything at all. Yes its fluffy but he is pretty much wasting space. I really suggest swapping him out for at least a libby. I'm sure each company has at least 1 for the purpose of warp protection and detecting

Considering the 10th companies training base should be on the homeworld then ambushing it would be insanely difficult.
Though they can be deployed en masse in some engagements.
Also i agree with the Librarian thing.
The captain doesn't fit well and Librarian+Sternguard=Kickass (that is the technical equation btw)
