Can you combat squad your space marine unit, deploy half of them, and reserve the other half?

Well, you reserve INSTEAD of deploying. If you figure out a way to deploy a unit and not deploy a unit at the same time, then sure.
In actuality, no.

You combat squad when you deploy the unit.

What it actually says is; "When deploying their army, players may choose not to deploy one or more of the units in their army and instead leave them in reserve."
So units that you have placed in reserve have not been deployed, and cannot be split into combat squads.
