Just trying to clarify, I've been told that I can't take special characters to a tournament. Is this just a ruling by the specific tournament?

Your tournament organizer has the correct answer for that specific tournament. Other tournaments with other TO's will have different answers.

Ok...
I guess what I meant was, there is nothing in the BRB that says you can't use them, and that tournaments that do not allow them, are making the rule for said tournament.
Right?

Yes, its a houserule. HTere is nothing in the rules prohibiting the use of SCs in normal games.
It's also the sign of a hidebound TO, thinking back to 5th ed SCs. THe current SCs are, barring a couple of (daemon) exceptions, pretty well balanced / rubbish.

I live in the North Eastern US~ Pennsylvania. Most of the TO's in the area i'm in either have events where there are either no special characters allowed, 1-2 SC's not being allowed in, or an event where they ask for reasoning for the special character.
Few examples: Teclis is pretty vicious in tournment play, so he's largely asked to stay at home. Where as Throgg, Grom, and some of the others, allow you to build theme lists, so they are more encouraged.
Specifically, its also better to ask the TO or shop running the event what their policy is. That way you are prepared for the event in full.
