I am having trouble painting parchements and stuff like flags. Someday I wanna do something like what this guy has.

http://www.dakkadakka.com/gallery/128879-.html

I can't even really tell what color that is and I don't really know the secrets of how to blend colors like how he is doing to make that shadow effect.
Also on my Wolf Guard for example I put all those little flag things up but I have no clue to how proporly paint them to make them look good. Let alone knowing what
colors to use.

Any tips?

Parchment is a 'warm white', same as bone. Start with a brown and work it up through a yellowish/brown/white (eg bleached bone) up to just off white.

A good progression:
Khemri Brown
Kommando Khaki
Bleached Bone
Bleached Bone + Skull White (about 2-1)

Keep your paint slightly thin and don't have too much on the brush and you'll find it easier to get a smooth gradient of colour.

You can use different shades of brown for different tones - also try mixing some grey in to knock the saturation down and get more neutral tones.

When using a warm white color, I progress from:

Bestial Brown (base coat)
Dwarf flesh
Elf Flesh
Beached Bone
Highlight of Skull White

Works well on armies with little or no skin tone (like Space Marines).

Violence is not the answer, but it's always a good guess.
