I see a lot of Raven Guard stuff on Forge world. I never really heard about them but their color scheme is kinda cool! So a few questions is, would GW ever concider a Codex and what makes them special
from the other marines? Enough to make Forge world make special models for them!

Are they just Vanilla marines painted special with a neat symbol?

raven guard is already an option in the standard space marine codex...check out the entry for shrike. anyway, ive noticed that forge world has a tendency to produce bitz and models for available options shown in any given codex based on its popularity. in this instance raven guard.

now raven guard as you have pretty much pointed out are just vanilla marines painted black with a raven for its chapter symbol...but fluff wise they specialize in covert ops anytime they are called out to fight.

Elephant Graveyard

It's not just covert ops but also guerilla campaigns.
Their battle tactics are a bit unorthodox compared to the Ultramarines... actually everyone is unorthodox compared to them so go figure.
