According to the Skaven army book a gutter runner unit may choose to swap it's extra hand weapon for snare nets which state specifically "Counts as a shield"
Under my interpretation of this "Counts as a shield" means that in addition to causing models in base contact to have -1ws -1I you also get +1 armor and the effect of a pary save for handweapon/shield.
Would the general consensus be to agree with my interpretation or to disagree with it? and if so why?

Yep, counting as a shield means parry (unless you have AHW, in which case you must use it) +1 AS against shooting and if you use it in combat.

Nope it says you can take a snare net as a replacement to your AHW.

Nos was just saying that, in general, this is what counts as a shield means, not making any commentary on what exact options were carried by the gutter runners. Seems less useful now that parry is a 6+ ward anyway.
