Okay I have no idea if this is the place for this (it's not really a rules interpretation...) but does a Jetbike Autarch armed with Laser Lance and one of the two-handed weapon options (Death Spinner, Reaper Launcher) gain the extra attack from dual wielding? It's the difference between 6 S6 power weapon attacks and 5.

nope...you only get the bonus atk for having 2 single handed weapons...most commonly a pistol and close combat weapon. but not 2 2-handed weapons. for more information look on pg 37 of the brb

It's assumed that the Autarch turns off the lance and straps it to his persons when he fires the weapon, then turns on the lance and uses it when he charges.

No, but he does get the extra attack anyway, seeing as he's carrying a shuriken pistol in addition to the lance.
