When firing the plasma gun if you're out of rapid fire range and already measured it ca you still single shot or does the rapid fire count as auto missing and that's it?

You just declare that you are shooting, measure, and if you're within 12", you get to double fire.
So, yes, you may still fire the single shot.

No, declare who you are shooting at, measure, if you are in 12" then rapid fire if 24" just a single shot.

You never say "I am going to fire two shots", as this is defined by the weapon based entirely on range to target.
Spongemonkee - You also never "rapid fire", same as you never "heavy" a lascannon

Its fine to fire a single shot if outside of 12",after all,you nominate and measure then shoot.You will not auto miss if you wanted to rapid fire but find yourself out of range for it,the single shot is fine.

Here's a question. I can't think of a scenario (perhaps someone else can), but what if a plasma will "auto miss" for some reason? Will he still have to check to see if he overheats, even though he can't hit?

If the shot automisses and youa re not a vehicle you still check for "gets hot!" - should be covered in the rules for gets hot....

I didnt think they had firepoints either, from memory
The lascannon/plasma razorback is a nod to the old variant that didnt get a look in last codex. Very efficient points and infantry killing wise

Yeah it sounds nasty! Id honestly never heard of that or seen it used. Is it in the BT codex? That may be why I've never seen it, as I don't own the vanilla codex.

The BT codex only allows rhinos to come with either a twin linked heavy bolter or a twin linked lascannon. So if you're only familiar with the BTs then that's why you don't know about the other varients.

BRB page 31, first paragraph under 'GETS HOT!" about half way through the rule; "Roll to hit as normal, except that you must roll to hit even if the target is found to be out of range."
The rule also says that vehicles are not affected by the Gets Hot! rule.

I have a space wolf army that uses the las/plas combo
I lose the twin linked ability, but at 48 inches, I have 1 shot, at 24 inches, I have 2 shots, and at 12 inches, I have 3 shots.
So the razorback not only has more survivability with 2 weapon destroyed results, but is a much better defensive weapon to guard objectives. There is no downside to plasma on vehicles.

In essence yes... so says the Get's Hot! rule on page 31 of the rulebook.
And that leads to another thing - oneshot weapons. Declaring a shot means you used up the shot as out of range is an automatic miss, not "on second thought, let's not shoot".

Correct. And, using things like Bladestorm even though you're 19" away (outside their 18" range) does trigger the ability's drawbacks.

Actually a lot of people get confused and assume you have a choice to "rapid fire" or not, some by not understanding the rules or some thinking back to 3rd (from memory) wher you could choose to fire once and still assault.
So no, it is absolutely necessary, as sloppy use of language in a text only forum can create confusion. Feel free to disagree, however the point is still valid and your opinion on the matter would not change that.

Also in 5th space marines have both a rapid fire and pistol weapon with the same damage characteristics (S4 AP5), so the most common army type does have the option to shoot once and charge or twice and don't charge. Even though the choice is really 'fire bolt pistol or bolter', it seems like it's 'rapid fire or not'.
