Is it allowed? And by GW tournaments I mean tournaments officially endorsed and run by a GW store.

If Bruce Lee is advocate and does kick someone between the legs in a fight, why would I be to good to do it?

Well, in the 2010 "40k 'Ard Boyz" they allowed DH to take allied IG Vet squads.
To answer your question outright: Who knows what they'll arbitrarily allow? I'd guess it's tournament specific anyway. Ask your TO.

So... ask, don't assume IMO. <--a good standard for any Tourney.

The problem with that attitude is that strictly speaking, everything in White Dwarf is a GW model/rules/whatever. Also, the codices are typically the acceptable source for any "official" rules pertaining to the game. Say I have every codex and by the almighty power of my neckbeard and gorilla arms and their all-consuming ability to make sure I have nothing happening on Friday nights, I'm incredibly familiar with all the units in the game. You've now brought a unit to a tournament that I couldn't have had any possible way of preparing for other than going through White Dwarf issues on the hopes that I stumbled onto it.
By the way, my space marines are using the old Relictors rules. I now get Daemon weapons and all that malarkey, and you've never seen these rules before no matter how many times you've played. See the problem?

TO's ruling is the law of the tournament. As far as I'm concerned, it's good to go. I'm not familiar with the rules for it, but I don't think you'd break a game between us fielding it. It's not that hard to review the rules before the game...

Are the rules anywhere other than in that one white dwarf issue, such as in with the box? It seems somewhat hard to acquire them otherwise.

That is the only location of the GW written rules, but you can also get the rules out of Army Builder.
As for the legality of the Night Spinner in tourneys I have yet to play in one that disallowed them. They are far from OP and an extra Fire Prism is usually favored over them (even though I love my nightspinner).

I'm sorry, but I've never seen a weaker argument. The point of a tournament is, in part, to judge your ability to think tactically and actually play the game, rather than playing the rules. Memorizing everything that can possibly be thrown against you isn't playing the game, thats playing the rules. Besides that, the old Relictors rules were invalidated some time ago by the GW decree that they no longer recognize Chapter Approved. On the other hand, the Nightspinner rules came out a few months ago, and are stamped official.
Anyway, it's ultimately the decision of your Tournament Organizer, as there is no single accepted standard as to what is allowed and what isn't.

In part, yes. My question is how do you play the game without knowing the rules? In fact, how do you even think tactically when you don't know the rules? "Oh, well, I attack your blue guys over there that have the big shiny cylinders pointed at me. They look tough so I'm going to shoot at them with my Vanquisher, cause it has a big cannon on it!" My point is that "play the game, not the rules" is kind of pointless rhetoric when you have to know the rules before you can make rational and informed decisions.
I've been bitten in the ass by not being aware of rules before, and not having had anyone volunteer them, especially at the point in time which I asked.  Besides, I'd rather play someone who knows what units are rather than have to remind them every 15 minutes.

Stamped official you say? I'll have to look up where in the rulebook that means something.
Further, assuming they're just using Army Builder and haven't bothered to find a copy of the article, how do you prove your opponent is even playing by the rules? To be honest, if it weren't for the fact that I've seen the article firsthand, I'd have thought it to be BS:
"Oh yeah, well... uh... I have this tank that has a large blast, but it also has rending! Yeah, and it's twin linked! Also, any time I hit you with it, it makes you act like you're in difficult and dangerous terrain!"
Sadly, that sounds like someone either making something up, or, worst case, it sounds like someone trying to pull a fast one. Now, I'm a pretty reasonable guy, don't get me wrong; I have zero vendetta against the Nightspinner, and I have absolutely zero problem with the guy that plays Eldar running it in friendly games, but I think for a tournament setting, using magazine material is absurd.
Anyway, I maintain my initial response as the only meaningful thing that will come out of this thread:
Who knows what they'll arbitrarily allow? I'd guess it's tournament specific anyway. Ask your TO.
