So in the codex it state you can upgrade 1 nob in a unit of orks. It then says the nob may take a power claw, bosspole etc. But it does not say anything about upgrading his weapon from a slugga to anything. In the Nob section though, there are many options for upgrading their weapons to twin linked shootas etc. Is anyone clear if a NOB in a ork boy unit can upgrade his shoota , or can I only upgrade what is specifically outlined in the ork boyz section?

Only what is in the nobs warghear section under the boyz entry, he doesnt have acess to the same wargear as elite choice nobs.

Ork Boyz Nob, only have a choppa/slugga and never a shoota. By FAQ you must upgrade to a Nob before you give the Boyz shoota.

can you load 11 boyz + 1 upgraded nob in one battlewagon with killkannon (with killkannon you dont may load nobs in)?

Dead wrong.
The Nob can have a Shoota(but then loses the option to purchase a PK/ BC). The FAQ states that if you want a Nob with a PK/ BC in a squad of shoota boyz that you must upgrade the boy to a nob first and upgrade his Choppa before you exchange the Squad's Sluggas and Choppas for
shootas.
You CAN also exchange the Nob's slugga for a Big Shoota or a Rokkit Launcha as he is an Ork in the Boyz mob.
Mscfvictor: If the Battlewagon is purchased as a HS Choice; yes. Any squad can get into a Battlewagon purchased as Heavy Support, what you cannot do is Purchase a Battlewagon as a Dedicated transport and give that battlewagon a kill Kannon.
Also each individual unit Entry is read separate; this is the case with all Codices. Options are not transferable between like named unit upgrades.

Translation ... When you take a dedicated transport Battle wagon you can't give it the Killkannon. If i took the Battle wagon as heavy support could i start with the nob/mega nobs in it? and can it have the killkannon? IF i've correctly translated then yes you may start your nobs (or any other unit) in the back of the heavy support battle wagon. The only time you cannot start in a transport is if it is dedicated to a different unit. The killkannon is only restricted when the Battle wagon is being used as a dedicated transport; you may take it as heavy support and then put people on it, just note that it now transports less people.

Nobz and Meganobz may still embark on a Battlewagon that has a kill-kannon; they just cannot purchase it as a dedicated transport.

I STRONGLY suggest every boyz squad gets a Nob w/Powerklaw, Bosspole, and either Big shoota or Rokkit Launcha (whichever you prefer). Yes, you can give the Nob the big shoota or rokkit as it says in the codex, pg 100 "For every ten ORKS in the Mob, one ORK may exchange his slugga or shoota for ... big shoota or rokkit launcha... last time I checked, Nobs are Orks. Besides, half the muscle of a boyz squad is really that one nob with that power klaw wailing away at those termies or defilers in melee while they are forced to chew through the boyz first, so if you have more than 2 brain cells, youwont pull the nob first, keeping your dakka in that squad to the last =D

7 Ork facts people always get wrong:
