Depends on what fluff you are reading.

There was (maybe still is somewhere) a tyranid invasion timeline on GW's website that showed the tyranids eating not only all the biological matter on the planet, but siphoning off the atmosphere, oceans, and a good portion of the planets crust.

They still do that. What they leave behind is basically a planet with all of the organic life and material sucked off it, leaving only rock. Buildings wouldn't be devoured, but they wouldn't be intact.

If the building material has metals in it it gets broken down. All organic and mineral deposits it finds are processed for the hive fleet. What's left behind is as dead as a dead world can be.

It's not a well documented process. In fact, I'll take that back - there are a couple of (3rd/4th) edition fluff articles that show Tyranids taking so much from a world that it is noticably smaller from space, and is literally just a cold ball of dust/bedrock.

There is also plenty of art depicting ruined buildings etc "after" the feeding.

The true answer is most likely "either of those options, and everything in between".

Factor in the specific geological make-up of the planet, what the Hive Fleet "needs" at the time, how long they have to feed etc.
