If my inquisitor is carrying a bolter-needle pistol combi-weapon and a force weapon, and uses it as a pistol and then assaults, does he count as carrying a pistol in the assault phase?

As long as the weapon has "pistol" anywhere in its profile, it is a pistol. You dont have to have "used it" as a pistol first.

Its the same as having bolter and pistol while relentless. Firing the bolter does not prevent your pistol from counting in close combat.

The gun is not a pistol. Just has a pistol tacked onto it. So I would say no.

No, a combi weapon is specified as a two-handed weapon (C: DH armoury)
"if a model is using a two-handed close-combat weapon, it may not use it together with another weapon." (BRB P42)

So you cannot use the force weapon and combi-weapon together.

This would be correct in most codexes but as the DH codex specifies some weapons as two-handed the additional prohibition mentioned above comes into play.
