I have finished building my Flawless Host warband, and before I start painting, I thought I'd use my 40 left over vanilla CSMs and make them into plague marines for a second chaos army. I have two questions though.

1) I plan to make them look nurgly except for the bloat. Is there anything else I need to worry about that may violate WYSIWYG? The only really use bolters, plasma, or various grenades, right?

2) Also, I was going to make them with the Cleaved scheme (white with black ooze weeping from armor joints). Even if they weren't your normal green/rust plague marines, would you still accept them in terms of "counts as"? As long as I have Nurgle iconology and make them look biologically distressed, that should be tournament legal, right?

The stuff on the new CSM sprue have enough parts to make them look nurgly or at least undead easy enough. As far as weapons are concerned, think of a way to model the blight grenades (which are shriveled heads), and I think they can only take Special Weapons (no Heavy Weapons), but otherwise dont have that much variation from normal CSM.

Wait, are you asking if you can use a mini with rules that you model it for based on the paint scheme? Unless its some crazy hardcore tourney I can't even see why you'd have that line of thought.

Ah, I wasn't clear. Basically, the plague marines I'm going to make are not going to be bloated at all, so the only thing that would really indicate that they are plague marines would be their nurgly paint scheme. But now that I think about it, the Cleaved scheme look pretty nurgly anyway.

The Cleaved looks very nurglesque. just drill some holes into their armor and glue sand there, instant corrosion. If your paintjob sells it, there's no reason they should argue the point.
