If a rune priest cannot draw LOS to a target and makes a psychic shooting attack, can he still use the chooser of the slain to make that attack anyway?

ie... living lightning. I am sitting behind a rhino. can't see the target. Do I get an attack at BS 5?

Also, another good question along the same vein, if I am in a razorback with no firing port and chooser of the slain is on the board, can I still shoot living lightning out of the razorback?

No, as you need to have LOS to the target from the priest, as normal for shooting. CotS is an ADDED bonus when you can see both it and the target.
