What exactly are the rules on ork vehicles?

What do you mean by rules?
And which vehicle?

makeing your own vehicles.

You can scratch build them or make them out of other vehicles e.g. a truck from a rhino
But you still need to follow the same rules that are in the codex.

As much creativity as you feel like/have the time for. Search "Ork Vehicles" on the dakka gallery for ideas.

As long as it's recognizable as one of the vehicles in there, you're good. If you convert the hell out of a model of a pick up truck and stick a machine gun on it, that's pretty obviously a Trukk. If you build some sort of monstrous tracked contraption with parts of a few tanks, that should count well as a battle wagon.

Aim to keep it to a pretty similar size too.
