Now, this might sound a bit crazy, but I am am planning on making an army completely composed of scouts (and the like). Now, the reason I am in this forum is because, do you think I should make A kind of scout that is better than the regular scouts, but not as good as the standard tac. marine. The reason is, I want an army based on good, stealthy, and lethal infantry better than standard infantryman. I'm thinking, maybe we could bump up the WP and BP by one point, or maybe even increase the attacks. I'm open to any ideas, suggestions, or criticism (well, maybe not much of the last one)

Honestly all you need to do is make the Land Speeder Storm a dedicated transport and then take Vulkan Hestan for TL melta goodness...
6 sets of scouts in storms plus 3 sets of scout bikers would be more than enough for most games. Then at higher point levels you call in the marines who you are scouting for.
In some of the older books you will find that the scouts are an Elite choice and have WS/BS 4 for 15 pts base without grenades. The newer troops scouts are weaker to balance the fact that they are scoring.

I mostly agree with some earlier posts, lots of scouts and their bikes, land speeder storms and Telion, hopefully your not an ultramarine so defile his chapter affiliation.

Crazy? If that's crazy, lock me in a room with padded cells. I have a scout army (not very big, but I'm gonna get 10 more soon)-
5 scouts (Heavy bolter)
10 scouts
5 scouts (snipers, missile launcher)
3 scout bikes (plasma pistol, grenade launcher)
5 scouts
Land speeder storm
Korvydae (raven guard captain of the 10th)

JB: I like the concept of a free Shrike roaming through the treetops of the jungle. I'm not sure that I like the idea of a real Shrike sitting on my couch eating my Skittles.

Yeah there is all of this fluff about the 10th company being all scouts, but they cannot let you play a scout army.
you can have a really SICK 500 pt army consisting of 1 chaplain, 2x5 scouts, 1 set CCW, the other sniper+heavy bolter and a LR redeemer.
For HQ i would suggest maybe a librarian in a Drop pod with Sternguard. They could be the veterans who are training the scouts.

10th company aren't all scouts.
The sergeants are veterans and the Captain, Chaplain, Librarian and any attached Techmarines are in power armour or better.

Well still, I think I'll just stick to scouts. (to tell you the truth, I really don't like regular space marines. I was thinking I could have a chaplain on a bike with the other bikes, as my HQ choice. And another question: what about tanks? I really see no problem having tanks in this army, but I'm trying to take the stealthy long-range approach. Maybe a Whirlwind. Or a Land Raider. Who knows what'l happen?

If it's a 10th company then there would be some sort of commander (Like a chaplain)
Tanks not so much but a whirlwind could make sense as the scouts could use it as adistraction force.
OR
As the SM codex says "Large portions of an enemy force have been assigned to destroy whirlwinds only to be ambushed in turn by a cunning commaner who forsaw the move"
They could be defending the wirlwind...

Chaplains could work too.

Why not buy the Space Marine Captain of the recruits and convert him a bit from there if that's what you want?
He's not totally scout-ish, but he sorta looks it, and is one of the few really good looking HQ models imho.

I have yet to even start on the army, its more for fun then anything else. I plan to change the space marines in the speeders to scouts for fluff. I would run Speeder storms if they where dedicated!
