Another option could be to use necromnda ruleset as its a bloody good skirmish ruleset and has cool stuff like a leveling system for your gang just do not allow heavy/special weapons

Warhammer Historical make the 'Legends of the old West' series. Its based on LOTR with a Mordheim style experience system.
Personally I prefer Wargames Foundry's 'The Rules with No Name' for cinematic gunfights.

Wasn't there a game called Gutshot! or something similar, it also used a card mechanic, but actually used poker hands.

Yep Legends of the Old West was Games Workshops offering, as is new enough that you should be able to get a copy still. BGG also has a few Geeklists about westerns, like this one. Heck I even made a little game about cowboys and dinosaurs.

Ive played a lot of Legends of the Old West and Malifaux - Legends is good and has a lot of variety. Aside from the look of some of the models, nothing about Malifaux resembles a western game (which does not make it a bad game, just not a good western game).
