Yes, another Tau list (i've just finished making a 500pts, a 750pts and a 1000pts list, despite the fact i'll probably never use them) because i'm bored, and never made a CP army before. All the 40k in 40mins rules apply, and I think i've stuck to them:

Elites:
Shas'Vre w/ Airbursting Frag. Projector, Missle Pod, TArray, HW BSun Filter, HW Target Lock + HW Multi Tracker - 90pts
Crisis Battlesuit w/ Plasma Rifle, Missile Pod and Multi-Tracker – 62pts
Crisis Battlesuit w/ Plasma Rifle, Missile Pod and Multi-Tracker – 62pts

Troops:
6x FWs - 60pts
Devilfish w/ SMS, Multi Tracker, TArray, DPods and Target Lock - 125pts

Total - 399pts

It's not often I use much Special issue stuff, but with Guard and orks being so good at low point games due to bodies, I thought i'd give the AFP a go. An S4 AP5 large blast that ignores cover sounds pretty handy for dislodging any pesky cover-hogging guardsmen or orks. The missile pod can provide me with some AP 4 goodness should I need it, but it also gives me some stopping power against any vehicles I could come across.

The other battlesuits are configured as all my battlesuits are. The plasma rifle is a bit wasted, since no 2+ saves are allowed, but I don't have an easy way or dismantling 3+ saves either. Thought of potentially going Deathrain with them instead, or going for fusion and DSing behind transports.

6 FWs because I have to have them, and the Warfish because I can. It's not a favoured set-up in larger points for me, but the fire at this points level can hurt most things. It can also act as mobile cover for my suits.

ABF is very good through sheer amount of hits. The devilfish isn't going to do much no matter what, so I would drop everything but the D-Pods.

Combat Patrol. Nice. Here, I'd recommend FireStorms instead of FireKinves, as their won't be the need for AP2 as much, and you can fit in more suits and shots. Also, FSs will pour out more shots than Deathrains, for the same cost.

Why Target Lock? 7 shots split is really silly. Save the handful of points. I disagree with Mustela; I love Warfish and at this level, it's a tough gun ship. And at 1k, not too many armies carry much to beat it ... except other tau.

FireStorms (BC/MP/MT) provide a volume of fire, that lists at this low level can't handle. I'd run a Shas'el FK+ for the HQ, though.
