I feel like if this was the case, we would see it more often, however, I was wondering whether or not it was possible.

Such as the Attack Bike Multimelta, just for an example....

Why wouldn't they?
Vulcan's rule affects all units in the army, even if they didn't have combat tactics. However, bikers do have combat tactics so they can use all of the various chapter tactics characters available.
The only downside is that if you take a special character other than Khan you end up with one guy not on a bike.
ETA, techincally, an all-bike army cannot use vulcan's chapter tactics. Once you add vulcan it's not an all-bike army any more....

My guess is several thousand times. I base this on my seeing it about a half a dozen times, and then multiplying that over my estimated number of other players.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Of course it can benefit from Vulkan.
Your problem is you need a SM Captain on a bike to qualify for bikes as troops plus Vulkan not on a bike.
If you don't get Vulkan a ride, you have all those points in a relatively slow IC that will be a lone model asking to get shot up or you will need a squad and their ride to get Vulkan around. So to benifit your bikes, it is a 5-man squad and a razorback/rhino or Vulkan the Soon-to-be-Dead
walking around on his own. So this bonus to biker flamers and meltas can be yours for the mere cost of @350 points.

Ya, I played something similar but phased out the bikes over time. They are just too expensive for not that much benefit.
But Vulkan with units of sternguard with combi meltas and heavy flamers... That's the way to go

This is clearly a trick question, and the answer is 'no'. In order to benefit from Vulkan's chapter tactics, you have to take Vulkan, but Vulkan isn't on a bike. Therefore if you take Vulkan, you no longer have an all-biker army, and if you don't take Vulkan you can't use his chapter tactics.

Well, I would imagine he meant you take Vulcan as well as a standard bike list which must include a captain on a bike in order to have space marine bike squads count as troops.
So the answer is yes, you can. However, I don't consider it that amazing of a tactic. Vulcan doesn't fit particularly well into that army list, though his chapter tactics are useful. Automatically Appended Next Post: Ah, I see what you mean bearer, you mean it was a literal trick question.
