where are you from? Finland? Country between sweden and Russia? Never heard.

I'm trying to find way good Tau list i have played tau for soon a year and not won a single game!(or maybe 1..)
I have done some thinking and made a 1500p tau list so please comment.

My tactic is to use the commander for either tank hunting or supporting battlesuits
twin-pod suits i use for tank, MC or horde hunting. other suits i use for just killing something
FWs control objectives from their devilfishes and rapid fire something that comes close. Devilfishes support battlesuits
I think that broadsides jobe is clear. shoot enemy tanks!
hammerhead can lend some anti-tank firepower and uses blast to take down everything else.
And please comment, am i doing something wrong? is it the list? or what?!

I'm not surprised you've struggled with this list. Lots of chaff and not optimised at all.
Shas'o isn't worht it unless you need the hard point. Drop him to an El with a targetting array and save yourself 15 points.
That could upgrade the deathrains to have targetting arrays which will make them far more efficient particularly with your total lack of ML support.
Don't bother with Shas'vre ever, just take team leaders, that saves you 5 points a unit.
I'd drop the Shas'ui bonding knives and 4 men from each FW squad. If you're going with warfish allow that to do the damage use the FWs to just make it scoring.
1 Hammerhead is never a good idea and you don't need 3 BSs at this point level. By cutting the chaff elsehwere in the list you can drop a Broadside for a 2nd Hammerhead. That maintains the number of railguns you have and gives 2 pie-plates for horde control.
However I'd find a way to get pathfinders into the list a unit of 6 would surfice and is only 72 points. You also lack any sort of way of dealing with turn 1 assaulting armies and kroot wrap or positional relay are the best ways to dealing with that.
The list has some good ideas in such that the XV configs are all decent. But against competent lists Tau are at a severe disadvantage and you have to maximise both your list and your tactics to stand a chance. They are the weakest codex in the game but without greater description of what happens in your games it is difficult to comment.

Okay so i need to take shas' el, no 'vres and smaller FW squads and drop one broadside for 2nd hammerhead.
and i try take some pathfinders, i have heard lots of good things about them...

Separate the elite crisis suits into 3 squads as well. You can then drop the bonding knife and only take a team lead. Waht works well is a Helios unit (fusion blasters + plasma rifles and multitrackers) along with deathrains which you already have (twin missile pods and flamer).
2 Crisis w/ FB + PR + MT
3 Crisis w/ TLMP + Fl
2 Crisis w/ PR + MP + MT
Shield drones will not help that much and points can be spent elsewhere.
For the HQ take a Shas'El with whatever weaponry you want. One shield drone will be enough and is cheaper than taking a shield generator.
2 Hammerheads are better than 1. I prefer Two burst cannons rather than SMS. Saves points and with a Target lock allows you to do a lot of damage to close units while the large blast takes care of far away enemies.
2 Broadsides with ASS are useful. Add 2 shield drones here since they take a ton of fire. Take a target lock in order to shot 2 vehicles a turn. As long as you hit you're causing damage to rhinos.

Two units of kroot with 2-4 hounds would be a good investment with the above advice. Do not, however, use them to go out and try to assault or kill anything, they suck at that. Use the kroot to line board edges to prevent outflankers, use them to bubble-wrap your suits and tanks, use them to block off enemy lanes of movement. Go to ground if you get shot at (not all of the time, though) and let the enemy assault you. Force them to waste as much time as possible to get to your suits and tanks.
Pirhanas are great blockers as well. A squadron of two has a very large frontage and can block most vehicle from moving. Park them in front of a landraider, or a chimera/rhino line. Your opponent will have to waste a turn or two killing them before he can move.
EDIT: Looking at the list, it isn't bad and has a lot of firepower. Personally I'd switch the plasma/fusion to plasma/missile. Warfish tend to get pricey, my preference would be for disruption pods/multi-tracker.
I wouldn't bother with thee SMS on the hammerheads.
You may get rolled by fast armies as you don't have any movement blockers/speed bump units in the list.

As for not winning, how savvy are you on all the other codexes? Have you thoroughly read the BA, SW and other codexes? Is there one guy, FTG, who wallops you?
There's more to winning than a good list. It took 18 games with SM before I won my first. Can you name pages in the Rule Book for where the rules are?
That said, some C&C for your updated list:

Do you know who/what you're facing? If so, perhaps you ought to 'tailor' your list to beat that kind of army.

Its hard to fit kroots for 1500p list and same is for 12 FW, but i can try.. atleast for bigger games
I think piranhas are great and the problem is same as above not enough points
And i use Fws just to make warfish scoring so thats why so small squads
I could change the FB/PR suits for PR/ MP that's not a problem but im going to play game or 2 today so lets see can I win with your advices

PR/ MP, the " FireKnife" is pretty much the best load-out, because of safety for the Crisis Suit given the range of the PR & MP. FB/PR is more deadly, but at a higher risk of getting caught in h2h because of the short range of the FB. Run a pair of both and see how they do.
This last list is pretty tight (as in optimum). Generally, play your list, get beat and play it again.  *Major* changes make it tough to tweak your lists' variables so play this last version a few times.
How about the tailoring thing? Face orks a lot? SM? Or is there a large variety of armies that are at the LGS?
