I've decided on using the Vanilla marines after Candyman made such a convincing post. I'm still working on a 500 point list as it will have to involve a foot-slogger tactical squad army (and I dont know if I should give them a heavy weapon). The 1000 point army sees Cypher riding on a bike, to represent Kor'sarro Khan to give the entire army the Outflank Rule (plus Khan, aside from the Master of the Hunt rule, seems pretty close to what I intended for Cypher):

HQ:

Cypher on Bike (Represents Kor'sarro Khan on Moondrakken) - 205pts

Elites:

Fallen Cadre (Sternguard Veterans, 10) - Plasma Cannon, Lightning Claw - 275pts

Troops:

Fallen Bikers (5) - Power Weapon, Meltagun, Attack Bike - 190pts
Fallen Bikers (5) - Power Weapon, Meltagun, Attack Bike - 190pts

Fast Attack:

Landspeeder with 2 Heavy Bolters - 60pts
Landspeeder with 2 Multi-Meltas - 80pts

Total: 1000

I'd try and find the points to put those Sternguard in a Rhino. You want them moving up with the rest of the force, and getting into Rapid Fire with those Special Ammunition Bolters.

I can drop the plasma Cannon and one Sternguard to give the entire squad a Rhino. Or I can drop a Melta gun on the bikers and all of the Sternguard's equipment for the rhino.
