Because a Necron minimum size army is well over 400 points, do they have special rules as to how many you can field in a 400 point game, or can they just not be played? Alternatively, if there are no set rules, what would you house-rule in this regard?

400 points is 400 points. If you can't legally follow the FOC and make a 400 point army, I guess that's tough luck.

Smallest Necron army is 460.

That said, if you're playing 40K at such low points level it makes sense to change a few things.

If you follow those rules the smallest Necron army is 280 points, so then it would be no problem.
