Can a necron lord with phylactery re-roll because its been teleported through a monolith or is it only normal WBB?

The phylactery is used for any WBB the Lord has to take, so if you fail first time and a monolith is in range of the Lord and any unit he is accompanying then yes you can teleport them and try another WBB using the phylactery chart.

I lost count a few years back.

Is your question referring to the fact that he can stand up with more then 1 wound? Let's say you roll a 4 for WBB but want to try for a 6 so he gets a 3 wounds. I don't believe that's allowed If that is what you mean.

I'd have to check the book, but I think it says you may reroll "failed" WBB if you teleport. If he made the roll, but didn't get as any wounds as you'd like, it's still a successful WBB roll so you would be disallowed the reroll.

He could only be teleported through the monolith if he was joined to a unit of Necrons.
Also, he could only re-roll a failed WBB (which he could do even without the Phylactery) so he couldn't re-roll coming back with 1 or 2 wounds.

yes this is correct. Theres absolutely nothing to stop you trying again with your Lord/Phylactery if he FAILS his roll the first time, but as has been said if you roll a 4 or a 5, youre stuck with it.

Except the fact that a Necron Lord awaiting WBB isn't part of any unit, and therefore may not be teleported by the Monolith.

Except the Necron codex telling you otherwise, that it can teleport any Necron Lord that HAS joined that unit.

The Lord (debris) is part of the unit until the end of the Necorn players movement phase. It is why you can pull downed models through as well - they are still part of the unit.
