Not having a necron codex handy, I ask: do dreadnoughts gain their extra strength from their dccw when hitting a monolith? Howabout a BA Libby casting Sanguine Sword for strength ten hits?

Ummm, no. Living Metal stops bonuses to the Strength of a weapon. It does not prevent weapons that hit with a specific value in close combat from doing so which is exactly why powerfists work to double strength against Monoliths.

So things like Relic Blades, Rough Rider Hunting Lances, Sanguine Sword, Dreadnought Close Combat weapons, etc. all work, because they are not modifying the Strength of any weapon, they allow models to strike in close combat with a different strength value and Living Metal only restricts modifications to the strength of WEAPONS.

A Monolith's Living Metal ignores the lance special rule as well as anything that adds bonus dice to the armor penetration roll. (monstrous creatures, chain fists, melta, etc...) Dreadnought CCWs, Power Fists/Klaws and other things that modify the attackers strength still function as normal.
