Can an oversized squad--relative to the transport vehicle--deploy inside of the transport after using, say, Combat Squads or the Wolf Guard's Pack Leader ability?

Example 1: I take 6 wolf guard terminators and a drop pod. I have given one of the models a cyclone missile launcher, and want to split it off to a Long Fangs squad. Can the remaining 5 terminators deploy via deep strike inside of the drop pod?

Example 2: I take 10 tactical marines and a razorback. Can I combat squad the marines, deploying one on the field and one in the razorback? Could I even keep one half in reserve and deploy the other half in the razorback, or vice versa: keep the the razorback and half the squad in reserve while deploying 5 on foot?

1) Yes, because the decision is made before deployment in this instance.

2) Yes to the first, no to the second, as holding back in reserves is INSTEAD of deployment and Combat Squad is AT deployment.

Note that units kept in reserve can be split into combat squads when they arrive, though. Unless you are playing Dark Angels, who have a specific prohibition on Combat Squading if kept in reserve.

Because arriving from reserves is also deployment....

But would they be able to come on the table as one combat squad walking, the other in their Razorback?

Yes

No, they cannot. That would require splitting them before they deployed, ie when placng them in reserves, which is not deployment.

Ignoring the transport, can they come in from reserves in two different places?

Can one Combat Squad Outflank and the other walk on normally?

Yes for the first, I guess... but not the second. You have to declare Outflanks when placing models in reserves so combat squads couldn't be split up at that point.
