I haven't played with the new Codex yet, but it seems a bit more balanced than the previous one. Still a bit of a glass hammer, but with enough options to let your theme be competitive. I think it will be more forgiving to less-than-stellar players, but will still require skill to use well.

I've been playing Warhammer 40,000 since 1988, and am just coming back from a bit of a 10-year hiatus. And please excuse any wild accusations, hallucinations, or outright factual errors, as I am recovering from a serious head injury. And Warhammer 40,000 is part of my therapy. OH YEAH!

The army largely has a 5+ armor save, with a few exceptions (Incubi and Scourges), so you'll have to make excellent use of cover. It hits extremely hard though, if it hits, it's probably gonna kill.

Hell, I'm not that bothered by the Stormraven. Why? Because, as it stands right now, it's "limited use".When it's shoehorned in to the Codex: Space Marines, then yeah. I'll be irked.

Would it be better to fight these guys in a city of death scenario?
because my brother is thinking of starting this army.
and I need to keep up the game.

Just fight him and learn his tactics. Cities will work both ways as it gives raiders cover to get closer to you before being shot at. There's not an inherent disadvantage to Dark Eldar fighting in cities of death. Your best bet to ruin his day is shooting him up and mopping up what's left and deny him multiple close combat charges with different units.
