I don't posses a space wolves codex and I was wondering how it worked. I saw it in full flow yesterday against a friend and he said he rerolls all 1's (saves, to hit, to wound) for an assault fase once per game. He didn't have his codex with him as I wanted to read it because it sounded unbelievably broken. Could someone please let me know if this is how it works? What are it's drawbacks or cost? This may not be the best place for this post so please move it if not

It is not unbelievably broken, but that is exactly what it does Drawback is that each unit can only use it once per game. Cost is kept fairly low by the Once-per-game nature, more than a Meltabomb, less than a Power weapon. You know we cannot give out wholesale rules on YMDC, I only answered this much because you had the actual rules and were just confirming them.

It is a very good piece of wargear. Anything that you roll during the assault phase, for that unit is game. Difficult terrain, and number of attacks for the Mark of the Wulfen, anything that is a single die.
He does have to say he is using BEFORE the assault phase starts, something about the "next" assault phase.

So it is correct? Then yes I do believe its unbelievably broken.... It makes 10 Grey Wolves almost as durable as Terminators and it increases their (already pretty formidable) CC abilities by about 18% -22% depending on opponent. OK it's once per game but then most units will only be involved in one or two assaults per game
 I'll stop because I feel a rant swelling up

You could use it during the Assault Phase you charge; then it's rules will kick in during your opponents assault phase; allowing you a slightly better chance at wiping the enemy out during his turn.
Every Thing else is correct.
Heck this is why I take Mark, Special CCW, and Banner on every one of my Grey hunter Squads, even though most of the rest of the Squad is Kitted for Close range fire-fights. they are the one army that lends themselves to simultaneously handling both roles.

Well in short: pop the banner in the shooting phase before the assault phase and reroll all 1s during that assault phase. It only works in the player's turn you activated it in. Once used, its done.
Also those 1s work for saves, wounds, to hit, mark of the wolfen attack rolls, leadership, Even for armor damage results!.

Comparing tournament records is another form of e-peen measuring.
