Other then giving stubborn and re-rolling failed morale checks does the commissar do anything else?

They can get power weapons. Also, they're not IC's so they can't be singled out.

Attached IC's (although Commisars don't count as true IC's) pass on their LD and any other special traits (i.e. stubborn, fearless, acute senses...)
