If the above is true, then wouldnt nob bikers be able to fleet D6 given GHaz's Waaagh?

Bikes can gain Fleet, sure. It's totally useless to them since they can't run but they can gain it.
Waaggh! affects Ork infantry, something bikers aren't (they're bikes).

Having Fleet doesn't confer any benefit if the unit can't run in the first place.
Ork Bikers gain no benefit from Ghaz's Waaagh, as the Waaagh rule only affects infantry.

No, you just have to be something that can run ( MC, jump infantry, etc). Bikes don't benefit from fleet as they don't run.

There was two questions - bikes running and Ork bikes attempting to get "waagh" movement. Answers are different.
1) Bikes don't run so Fleet is useless for them.
2) Ork Waagh only affects Ork infantry.

Actually stating more then 4 words from his rules would help this conversation. SM Codex: pg 94 "If riding Moondraken, Khan has the ability to run in the shooting phase and has the Fleet special rule" So the codex gives him both the ability to run and the ability to use Fleet while doing so. Which is great, until he joins a bike squad; who unlike him have not been given permission to run, and also cause him to lose the Fleet ability. It works if you keep him solitary, but a solitary IC is generally a lascannon or melta shot away from being a very dead IC. *Note again, this only works for Khan, all other bikers are out of luck.

We are talking of motorbikes; ever try to push one of those? you can only for 1-2 MPH pushing it; pretty sure models running are going significantly faster than that.
No Bikes cannot run, it is specified that they cannot on page 53 of the BRB.
Khan can run on his bike but that is because he is special.
