Me and some friends were discussing Warhammer in general and I mentioned the Deff Dread for my Orks. I said what weapons they can choose and that they can choose two of the same. One of my friends then said that that would make said weapon twin-linked, whereas I think it just counts as he is having two of the same. Which one of us is right? I can't find anything anywhere about picking two of the same making that choice a single twin-linked weapon. Quick answers appreciated!

No there not Twin-Linked. Only when it says it "Twin-Linked" is it Twin-Linked.

Many models can choose two of the same weapon and they stay independent. Others can choose two of the same weapon and they become twin-linked.
Check your codex for the description of the weapon purchasing. If it says that it makes it twin-linked, it does. If it doesn't say that, they are independent weapons.

Yes it is. Simply because they are using an older codex. Tyranid MC's also used to have this ability but it was removed from the 5th edition codex.
Tau will likly be changed also when/if they get a 5th ed update.

Another example is the Eldar codex. If a wraithlord takes the same weapon twice it gets one twin-linked weapon, if a war-walker does it gets two independent weapons. It all depends on what your codex says, but by default if you take two weapons you get two weapons, not 1 twin-linked weapon.
