I want to start playing Hords/Warmachine. I think I am going to go with Protectorate .
I don't want a box of extra non-used models. Not having stats and points makes it more difficult to choose what units to purchase.
The game store uses 15 points.  From the PP website quick start rules:  In the Protectorate Box set. The Revenger and Crusader jacks are 6 pt each and the Repenter is 4. I am at 16 points without a warcaster. I can't find the point cost for Kreoss Website card sheet. I know 15 points is not a lot. It is ment for Hords.
The way I see it, The Protectorate box set might not for me. I am not bashing all box sets
Other warcasters have good abilities, that might fit my style of play.  bad list, wrong models, Poor tactics,Not simple enough list 
The box set will give me a backbone for several lists at a good $ price. Should I make a list and just buy only those models only? Or go with the box set and get extra stuff? Money is a huge factor.
I am trying to find out how many points the [SF ,CA. ] game con turny uses. I can add more models.

The warcaster gives you free warjack points. That is deducted from the total spent on warjacks for his battlegroup. That box would then be about 11-12 points.
The box set is full of stuff you will use, particularly for Menoth. pKreoss is arguably one of the best warcasters for Menoth as well as in the game.
Most tournaments are 35 points and use the steamroller format found on the Privateer Press website.

IF money is a huge factor AND you know for an absolute fact what you want (and I would go so far as to say have experience using it), I would just buy the models that you want for your list. From what I recall, the battleboxes more or less save you the cost of a light warjack/warbeast (and you get the benefit of getting it in plastic if it is a Warmachine battlebox) - so if you are going to use the Caster, one of the Lights and the Heavy (or both Lights and the Heavy) it will save you money. Otherwise, it probably won't be worth it to you.
That said, I'd make SURE that the list you are assembling is the one you want to play (and will enjoy playing). Because of the synergies, combos and subtleties of WarmaHordes, I have on more than one occasion thought to myself - this is going to work brilliantly - and then had it prove to have issues.
When I started playing again (I took a break during Mk1), I made a point of building my army slowly so that I understood how the different elements worked and worked together - I started at 25, played a lot of games, went to 35, played a lot of games, and only just went to 50 points.
Edit: What 12th Ronin had to say re: Warcasters is correct - they don't cost points - they give you points. I am also a big fan of picking up more models than I need because I've found that playing with different units is what makes the game enjoyable and keeps it fresh. I would defer to the 12th Ronin's knowledge of Menoth as I have never played with or against that particular army. My local opponents are Khador, Cryx, Cygnar, Mercs, Trolls, Skorne and Legion.

Have had a play around with Forward Kommander ( http://www.forwardkommander.com/ ) and the Menoth set comes to 11 points so if you where to buy it and then add a unit of flameguard you would have your 15 point force for playing at you local shop.
Really dont know how good it will be, I am mostly a Hordes player but all of the starter sets have models that you would actually use and not just gather dust on a shelf somewhere!

Going with the starter box is entirely up to you but I will say that the contents of the Menoth box are all useful and will remain useful. You also get the new plastic version of the Repenter in the starter box which is not available anywhere else at this time.
As others have mentioned the starter box comes to 11 points, which with the inclusion of a Choir of Menoth and a two point solo of your choice makes a pretty good 15 point starting force.

I can't say enough good things about what is included in the starter boxes for each faction, while some might have some choices you won't need/want further down the line, they all seem like they were put together with care to get a person started with a useful force. None of the casters/locks seem like duds, and those new plastic boxes for Warmachine are especially cool. Waiting patiently for Hordes boxes to get the plastic treatment, and even though I already have my Legion box I'd probably pick up another just because of how decent of a buy it is with 4 Shredders, and a Carnivean, plus pLylyth, it's like getting 2 Shredders and pLylyth free.

Meh - I'd avoid the Circle of Orboros one
pKaya and Argii are not very popular.

pKaya is good, especially in small games. The Feral Warpwolf is good and one Argus is good. The other Argus is a waste but free if you consider the price of buying the parts separately.

[Having lots of extra units to keep it fresh. ] Having a lot of models is bad, IMHO. You have to decide what models you GET to field and who gets left behind.  like in a UK: sci-fi game, I have 2500 pts for 1500 pt games.
With so many cool units: the Choir,the Wrack, Redeemer ,Temple Flameguard ,Vassal of Menoth ,Holy Zealots + Monolith Bearer, Errants.
It will be hard to choose what to get first. Thank you guy for all the input. Especially the Warcaster info.
I will order my Protectorate box set (with a extra jack ) ASAP. Thanks all.
I will have 4 points, what to get?
Some type of infantry would be nice.  I am having fun making working Wracks out of wood and chains But I don't need to use them now.

In addition to the Choir of Menoth I'd go for a Vassal of Menoth since most of your force is Warjacks at this stage. He's a good model that will continue to be useful as your games get larger. Along with the starter box and a Choir of Menoth that's your 15 point force right there.
