I have a vortex grenade template but didn't get a webway portal template. The appear to be the same with different painting effects. Can anyone with both confirm or deny that these are the same size?

They look like the same template just painted differently. Cannot say for sure though as I don't see measurements for either. Maybe we will be lucky and someone will have both to match up.

After some Googling, it seems they are both 3 inch templates.

From what I've heard, they're supposed to be alternative small blasts, so yes, 3" markers.

The new painting is ace, as you can see the towers of Commoragh shimmering though the webway.

I could see horrible things happening when people get the two confused on the field. Actually, I want to see that.
