I am building a Korne Temple were can I get a bag of bulk skulls for the true look?

I would say at a local toy store, but that would depend on what size you need.

Late for this year but look at your local craft & art supplies store in September or October. The Halloween seasonal stuff has all sizes of skulls which are perfect for terrain making.

Petition GW to make a skull bit.

Reaper paints make pewter skulls that they used to include in their paints as agitators. I can't find any reference to them being available online but I know they did sell them individually as I have a bottle purchased at Origins a few years ago. It's just a regular paint bottle but filled with little pewter skulls instead of paint.
They aren't great on detail but I've used a few of them on bases and things. Of course the heads from a skeleton regiment box set are perfect if you have some around, but I wouldn't spend the cash to buy a lot of them up
