Can I mount all squads belonging to Al'Rahem's PLT in Chimera including the PLT CMD squad AND still outflank with them?

NO ... You MUST outflank with them.

Everything that is taken with that plattoon is outflanking like it or not. That includes special, heavy and conscript squads.

... Shouldn't this be in YMDC?

I think what you are asking is perfectly fine. Throw them all in a Chimera and then outflank. Seems to be the smarter play.

Yes, they can all Outflank, in transport or not.

Not only can his platoon outflank, it MUST outflank, whether you want it to or not.

50 points to gryffindor. I've see some one try and leave some of the Platoon behind or roll for it individually. Every one in the platoon arrive at the same time via outflank.

I think the rules absolutely point towards them not being able to outflank.
its not part of that platoon but an identical one that has just arrived from reserves. So it comes in from your table edge, not outflank

SITNW specifically states that they re-enter play from the player's board edge, not "they are redeployed as normal".

Outflanking is a type of deployment. SITNW-refreshed squads aren't deployed, they just sort of magically appear.

And yes, this is one of the ways to play mech without vets.
