My question is this: If I have 2 HQ's with Chapter Tactics (For this example, Vulkan He'stan and Pedro Kantor), would I be able to switch which chapter tactics I use between matches?

On one hand, I would think you should bring the same list to every match, no altercations. That's why Librarians must take the same powers every round.

But on the other, it could be a tactical choice at the beginning of a match, like which units will drop pod assault and which will hang back in reserve. Based on your opponents and mission type, you might drop a drop pod filled with a Dread, or you might drop a sternguard squad with flamers. Andthe rules do let you chose one chapter tactic over another when you have two Chapter tactic characters in your army.

Personally, I would want to be told in black-in-white in a FAQ or Errata before I tried it, but the thought is still there. Thoughts?

There's no need for a FAQ because the rule simply says that you have to pick one of the two Characters to follow their Chapter Tactics rule...that means the choice is made on a per-game basis.

Librarians have to pick their powers during army list creation because they have a rule that says specifically that. If they didn't you could absolutely pick your powers on a per-game basis.

So, what you're telling me is, for Kill point matches, I can use Vulkan's Chapter tactics. And for Matches with lots of objectives, I could use Kantor to turn my 2 10man sterns into score'ers? Awesome.

Yep, exactly that.

Yep. It's like the IG infantry platoons, you can deploy 5 seperate squads for objectives missions, or you can deploy one giant 50 man blob for kill points, as the decision to blob up is a start of game decision.

Of course, some other people might debate this, and it doesn't make a whole lot of sense from a fluff point of view, so I'd talk to your friendly neighborhood TO about this before giving it a shot.
