I have a rules based question. In the DA codex, Belial is listed as carrying the sword of silence which is described as a master crafted power weapon. Could i model him with a power claw and storm bolter with the power claw counting as the sword of silence and if so would i have any issues tournament wise etc as long as i explain in advance?

Generally, as long as you are clear it is Belial, then most people are unlikely to have an issue with it.

Normally if you use "counts as" to change what something is armed with, you would look to be consistent through the army (i.e. dont have any lightning claws be actually lightning claws, but MC-power swords.) however as he is a special character with no choices in arms then this should be less of an issue.

Power weapon NORMALLY means power sword / axe etc - just the basic ignore armour save type of weapon, NOT lightning claws (what i assume you mean by "power claws"?) as they are power weapons with additional rules.

Actually, Belial has the option of SoS and SB or TH/SS or LCpair.

A power claw would generally suggest either a lightning claw or power fist. Since it's just one model if you make sure to point it out to your opponents then you should be fine.
