Question:
If I have a Land Speeder Storm (opened top, fast, skimmer, transport) that I have a scout squad all of which have shotguns (assault 2) that moves 12", can the scout squad shoot?

No. Units embarked cannot fire out of transports if the transport moved cruising speed. Heavy weapons can't fire if the Transport moved at all.
If the units disembark, they may shoot. Not if they remain in.

Not so much "cruising speed" as MOVED OVER 6".
If the vehicle moves more than 6" then passengers may not fire from the vehicle. Fast vehicles are even more hurt by this than the normal ones (go Dark Eldar!).
Move 12" with a storm, squad may disembark.
In the shooting phase, Storm may fire ONE weapon and the passengers may all shoot non heavy weapons.

Well, over 6" is cruising speed for anything. Combat speed ended at 6 for fast vehicles, and nothing is faster than a fast skimmer. ...I believe. Of course your post is correct. Just saying.

I am not talking about disembarking. I am talking about firing from the open topped vehicles with assault weapons when moving combat speed, which is up to 12" IIRC for a fast skimmer., which is what the Storm is.

Combat speed is 6" for everyone. The correct table is... Stationary (no movement, all weapons for everyone) Combat speed (6", one weapon or all for fast vehicles) Cruising Speed (12", no weapons, or one for fast vehicles. Passengers may no longer fire) Flat-Out (More than 12", only for fast vehicles, skimmers move up to 24", may not disembark)

Actually, it's:
Combat speed - up to 6"
Cruising speed - more than 6" up to 12"
Falt out - more than 12" up to 18" (or more if codex specifies)

anyway simply put if you move the speeder over 6in ur guys cannot shoot unless they disembark
