So for certain armies with highly fleshed out characters from the novels, lets use imperial guard for instance namely ciaphas cain, are there any special rules or additions out there that would let you field a character like this or is it only whats in the *rule* books?

There's only really what's in the Codexes or Imperial Armour books... or brewing up your own rules. Although obviously your opponent will need to ok their use in games.

You can always just take a generic character and outfit him appropriately, though. Background doesn't necessarily have to be reflected with special rules.
