I know that in an army group a lord general or something like that commands a bunch of regiments, but who commands the regiment when they fight alone? Do they have anything like a space marine chapter master? thanks in advance.

Hahaha. Its an older Rule Book thing. there are 7 (or 8 I forget) highlords. He is the Overall commander. Or better known as Warmaster. Or Lord Solarium

The Lord Militant General of the Imperial Guard commands all Imperial Guard forces e is also a highlord. A Warmaster is in charge of a crusade and must be voted in by the high lords of Terra. An imperial guard regiment when it's on it's own is usually commanded by a high ranking officer such as a Major or Colonel. They can have higher ranks.

It's fairly similar to the modern day army CoC. The only differences are commissars and once you get past general to lord general, warmaster & lord militant general.
