I was wondering, GW shows all their Librarians in Blue Power Armor, is that how every single one is? If so, what parts of the armor go with the Chapter that said Librarian belongs to?

Not all of them are but the blue usually means they are part of the Librarium. The chapter colours would go on a shoulder pad.

Usually blue, but its not a stretch to put them in something else.

Codex chapters have blue librarians, but a chapter that deviats from the codex can have standard chapter colours with blue bits. eg white scars have white librarians

Sounds good, I'm finally painting my Librarian for my Salamanders, so I was desperate to know :S

That'll be blue mainly and then a black shoulderpad with green trim?

I was either going to that or a green shoulderpad and gold trim all around due to that being the chapter colors.

By codex astartes yes. Librarians = blue, Apothecaries = white, Chaplains = black, and Techmarines = red. Always with the left shoulder pad in their chapter colors. Of course if you are a Space Wolf or another chapter that doesn't care what the codex says then feel free to paint as you please

A Librarian can be painted in the chapter colours as long as some part of his armour is in the librarian blue, usually a helmet or shoulder pad.

This is the same with apothecaries etc. in C:SM the Ultramarines apothecary is painted with blue armour and a white helmet, so even the most dedicated codex chapter is open to variation.

Mine has a green shoulderpad, and is in blue otherwise.
