Actually, the reality generally is that the chat doesn't get that much use for on-topic conversation and instead is generally used for nonsense jibber-jabber and off-topic (non gaming related) conversations.
Yes, chat would be a drain on our servers and the fact is, we're a pretty busy site, so the responses for something like a rules question are usually pretty prompt anyway. And beyond desperately needing to ask a rules question, there isn't really much need for real time conversation regarding gaming.
And what you gain with immediacy chatting, you lose with the ability to catalog and search those conversations for a later date. That's the thing about a forum...if you're willing to use the search function you can find previous threads covering the exact topic you're interested in, and a good thread with good information is waaay better than some random person spouting something to you immediately via chat just because he's the guy who happens to be online at the time.
In other words, chat isn't something that we're ever likely to do on this site.
