Blast - instead of rolling to hit, you roll a scatter dice and 2D6. If it hits, it hits, otherwise it scatters in the direction shown and the distance shown minus you BS.
If you have a more specific question please state it, as "blast" is a large section...

Yes, and then as Nos said you roll the die with the words hit or arrows on the facings. If the die rolls "hit" then the blast marker stays where you put it. Otherwise you roll 2d6 and subtract the shooters BS from the number (to a minimum of zero) and move the center of the marker that many inches in the direction shown by the arrow. If the number on the 2d6 minus the BS is zero or less then don't move the template.

It's a blast marker, not a template, and no you do not roll to hit.
As nosferatu said, you place the blast marker, then you check for range, you then roll the scatter die and 2D6.
When the scatter has been completed, any models whose base is fully or partially under the marker is hit.
The rules are very clear on how blast weapons work.

In previous editions, there were rolls to hit with blasts and different rules concerning models partially under the blast, but these no longer exist. Once you've rolled scatter, just total up the number of models under the blast--that's the number that get hit.
