So, I am trying to keep the list All-Comers, while being tournament viable. I also tried to keep the units diverse and functional. This is a departure from my prior Ork lists, as I have Lootas for range, Koptas to Scout in and aim for side armor, and the usual Wagons to bust face.
Thoughts? Ideas? Suggestions?

Just a few things after playing some games in your neck of the woods.
I've discovered you really need the buzzsaws on Deffkoptas; t/l rokkits just aren't reliable enough to get the job done (bust a tank). I've tried to go after separate tanks if I get first turn, but it's not been as effective as I'd hoped. The Buzzsaws basically ensure I'm stopping 1 tank (assuming I get first turn). I'd further recommend to not bother Outflanking them if you go second. Just do the Scout move and get the cover save. This can help divert some shooting away from your Battlewagons as folks don't like Deffkoptas threatening their vehicle formations.
Two units to shoot (Lootas) will effectively stop 2 Razorback/Rhino (with troops shooting from inside) until they get tied up. Do you think that is sufficient shooting to get your Battlewagons to where they need to be? The locals seem to really know how to maneuver for side armor shots on the BWs. After running 3 BWs at 2000 points in your area, I'm taking another look at my list. At 2500 points, I wouldn't be surprised if they can stop 5, albeit you can mitigate 50% of their successful pen/glances with the KFF.
Also, your local area utilize so many S8+ shooting attacks, they were flat out minimizing Ork Nobz as you have to allocate instant death shots on unwounded models if at all possible. Out of 5 games playing at Hit Point, I've had 3 players wreck my Nob unit in a single turn (Juice, Brock and Neil of 11th Company). That 5+ save is decent, but does not stand up to multiple small units shooting Meltas/Lascannon/Missile Launchers (which seemed very common). What this is telling me I may need to spend less points on Nobs and more points on Boyz.
All in all, it's a tough nut and may surprise some folks, but you've got a group of experienced players that seem to really know how to fight against BW spam. But, I'd enjoy seeing you another Ork player runs this so I can bounce more ideas off of you.

You've invested about 1158 into two units - this army I've got in 2k points. You'd be better slimming the Nobz units down and going for buzzsaws on the Kopters so you can assault vehicles and get another Loota unit so you have three ranged units.

Well, I toned down the Nobz, to cheapen them. They will be able to tear up stuff still, but not be too over the top. It was also a way to get in another Wagon. I think four is a good number. The triple Loota units can help me out with opening up metal boxes, which is also what the Koptas help me do. The Boyz in Trukks can screen out to objectives or help cover up my Wagons exposed portions as needed.
How does that look?

Lots of threats and can still hit pretty hard and nothing in the list seems to be the critical lynchpin (well, the KFF Big Mek kinda is, but he's extremely difficult to remove in a game).
No Trukks are listed, but I assume the basic trukk w/ no upgrades?
Overall, I like the list.

Fixed it. Ram / RPJ basic Trukks. I was in such a hurry, I forgot.
Priced out the army - not happy. I can do a much, much more competitive Wolf list for $200 or so less. Man, that is terrible.
