Hoping to get some clarification on this, as has become an issue in my gaming group

Does the Tyranid Harridan count as a Flyer or is its Flyer Special Rule it own rule separate from the Apoc rule?

Assuming you are using the rules from IA:A, it is a Flyer (so follows the normal flyer rules) that has the added restriction of only being able to move 24" per turn.
