There is a goblin shaman or artifact that allows you 1 dispel die for every rank of goblins. Is there a maximum on the number of DD dice you can get?
My opponent nor I could find it in his codex.

Your dispel pool can never exceed 12, regardless of how those dice are generated.

You're referring to Mork's Spirit Totem. It is an item that may only be taken by Orcs, though an Orc BSB may deploy in a unit of goblins.
Furthermore, it provides an additional number of dispel dice equal to the unit's rank bonus. In almost every case (and in all cases I can think of in the O&G book), rank bonus is capped at +3, the most dispel dice you could gain from this item would be three.

As above. It is not based on Ranks but Rank Bonus. While you can have as many Ranks as you like, your Rank Bonus is +3

I made the distinction because there are, in fact certain circumstances where rank bonus may be higher for some armies, though not Orcs. There is an undead banner, for instance, (perhaps Endless Nightmare) that allows up to a +4 rank bonus.

The Griffon standard provides that bonus. I couldn't remember the precise wording and didn't want to include it without checking.
