Long story short:
Warhammer Forge was told that they could make Chaos Dwarf characters, artillery crews, things of that nature, but they could not produce the actual infantry "blocks".
The reasoning behind it was that they would take a huge hit, financially, if Warhammer Forge flops with the campaign books.
People will point out that "Oh, they made Krieg and Elysian infantry, so why not Chaos Dwarf Infantry?!". Simple reason.
Elysians and Krieg troopers can just be used as "normal" Guardsmen. People can buy them for pretty much everything, for units of Hardened Veterans, Inquisitorial Henchmen, etc. while Chaos Dwarves would only appeal to two potential fanbases: Chaos players and Dwarf players. I would be very surprised if they make a "proper" Chaos Dwarf army. Every reasoning that has been brought forward about denial for the Chaos Dwarf infantry production has been financially motivated, not production conflict issues.
At this point, the best that can really be hoped for is Chas Dwarves being implemented in the Warriors of Chaos list as a full-time thing.

And Warriors of Chaos players too, which is where I'll probably end up finding a list to use as a 'counts as' base.
Of course, no idea what to do about the Blunderbuss troops!
You'd be better off, frankly, using the Dwarf or Empire list
Hell, possibly the Skaven one would work too!

And yet these potential fanbases, and other groups, keep the flame burning, so to speak, on the whole Chaos Dwarf thing. And GW throws hints in many recent books, and FW/WF makes some stuff for them...

Paying fan service is not the same thing as "throwing hints", and even less of confirming things.
For example: They added in the Clawed Fiends of the Donorian Sector, a 3rd edition favorite that people liked, for the Dark Eldar Beastmasters. They also still talk about the Everqueen and her Handmaidens in the High Elf book. Does that mean they're coming back too?
They coming, just not anytime soon, most likely.
You weren't one of the "Dark Eldar are never getting a new book and models" crowd too, were you? 
I sincerely doubt they're coming. They've got a hard enough time keeping the army book release schedule on track, throwing a new army into the mix(especially one that would basically play as "Spiky Dwarfs") just doesn't seem likely. Especially for an army that never had a proper army book.
P.S. I was one of those saying "Dark Eldar are coming, we just don't know when".

So, those obscure hints are in how many books? Because the Chaos Dwarf 'hints' are in multiple books AND they are also getting WF support.
Hints do not mean that they are getting an army all to themselves. How is this difficult to understand?
All they are doing is letting you know "We have not squatted this particular piece of background/idea". There's still, for an example, The Fallen in the background.
Does this mean there's going to be Codex: Cypher's Brethren in the pipeline?
Good luck on getting that Clawed Fiend model anytime soon.

I'm serious now, it is OK to not only be wrong every now and then, but to actually admit it too! 
I've admitted I'm wrong before, Alph. But this likely won't be one of those cases.
We'd have some kind of indication that a Chaos Dwarf army book was being considered, or at least a plastic unit was being considered. We've had nothing like that. All we've had is Warhammer Forge and the Hellcannon.

No. It's already been confirmed by Forge World the book focuses on the Elysians and Cadians, with both supposedly getting some Ardennes 101st Airborne styled "foul weather gear".

Ehhhhhhhh. I wouldn't hold my breath for Thunder Wolf Cavalry and Fenrisian Wolves. There's been rumours circulating that GW higher-ups are starting to push for FW to only do their own creative stuff, and not touch anything that's in the Codices.

Considering they're not even up for preorder yet, and the newsletter says "the first few months of the New Year"...
I'd guess for around January/February.
