Should they be taken in a small group mounted in wave serpent or maxed out on foot and as a troop choice? Suggestions?

Well, if you want a competitve list, you shouldn't really be taking them. Even in a Wave serpent, they've only got a range of 12" and need a spiritseer to be with them. Other elite choices accomplish what they can do much better, such as fire dragons for the anti-tank or any assault unit anti-infantry.

If you want a fluff list or just have them for the fun (or in apoc games), then you should probably be looking to put them in a Wave Serpent, otherwise they will just get shot down and never reach the enemy. That said, if you are playing against Orks in a fun or apocalypse game, you could take them as a maxed out squad supported by a couple shooty wraithlords, who would also be able to counterattack the remaining orks.

I like to imagine the Emperor kills so many Orks that he ends up half buried beneath a pile of corpses, with only his head sticking out. A lone grot stumbles across him, and starts choking him.

Then Horus comes across the lone grot, somehow managing to kill the Emperor, and punts it into space.

A list with around 30 wraithguard as troops took 2nd place at the west coast ard boys finals. Good players can make that list work. It also looks really good fully painted.

Chaos isn’t a pit. Chaos is a ladder. Many who try to climb it fail, and never get to try again. The fall breaks them. And some are given a chance to climb, but refuse. They cling to the realm, or love, or the gods…illusions. Only the ladder is real. The climb is all there is, but they’ll never know this. Not until it’s too late.

:-) I use a list with 10 of them walking... 400 or so points for them, Eldrad a "bit" more... I usually have Harlequins run in front of them, the Avatar and Wraithlords behind them in a "mobile castle". Hard to kill, nearly impossible to move off of an objective... Not very mobile and a short range mean I'm usually playing for a draw, but still the list does do fairly well all in all...

I like them a lot.I never play competetively ( i am not nearly good enough ),so i would be happy to take them with a Warlock ( does'nt have to be a Spiritseer ) and put them in a Serpent or max it out and go on foot.

lock with conceal is essential for the cover save. i'd advice a seer with fortune and mind war (to take out power fists) yriel or lords make good defensive counter attack units for them. avoid dedicated combat units, you can take normal units easy.
There good for footdar or an immovable obj holder, also decent kp denial as they can be hard to shift... tricky to use right, amazing when thry are.
