So if deathleaper uses his rule and 'appears' within one inch of an enemy model, I'm assuming you need to measure to make sure it's one inch
can you measure, for example, six inches away from a model so it can use flesh hooks when it appears, or is that completely illegal?

Of course that's not legal.

There's an obvious difference between 6 inches and 1 inch, and you're only supposed to be measuring for it to be one inch.

For example, you can't be measuring 24" with your ruler when you're only supposed to be checking unit coherency.

Except you can measure. You are allowed to measure only when allowed - you are required to measure here, to ensure you are outside of 1".

Sure, you're allowed to measure to verify that the rule is being followed. No permission is given to ensure that the distance is correct before placing the model, however.

I'm sure plenty of people would be willing to compromise and allow the use of a one inch base or similar measuring instrument to save time, though.

Okay... but you can only measure 1". You can measure 1" in any direction, but only 1".

Saying that you need to verify you are an inch away and then measuring the distance to a unit is not the same thing.

Dracos - except that isnt true, either.

You are required to ensure that the dsitance between the two units is >1". You do this by measuring between the bases of the two closest models, as that is how you are told., very early on, you are to measure between units. You dont measure in a circle around the model you are placing, you measure TO the unit.

Only if you are measuring the distance TO another unit. However, you are not required to check the distance to another unit, but rather check to make sure there is no other unit within 1". You are not directed to measure the distance to another unit, otherwise anytime you move a unit you could legally measure to every other unit on the board.

See it's vague for some cases. Take Chaos icons for example. With them, if you are within 6 you don't scatter. But many players interpret this in 2 different ways.

1) The player measures 6 from the icon, and places the marker there.

2) The player places the marker model, and then measures. If its in 6, it doesnt scatter, otherwise it does.

Lots of these situations are definately at the very least disputabe.

Short answer -

They don't outline an order for exactly how situations like the Deathleaper one are supposed to be resolved anywhere in the book. Anyone definitively stating otherwise should start citing page numbers.

This one depends on the unit Deep Striking.

Summoned Lesser Daemons CANNOT be summoned outside 6" of an icon. It's impossible and illegal to do so, so you have to measure the 6" to make sure you're placing them legally.

Oblits and Terminators can Deep Strike anywhere. It's perfectly legal to place them outside 6" of the icon. So you just place them on the table, THEN measure to find out whether you get the benefit of not scattering.
